Critical Public Services

Victoria Housing is a PPP project to design, build, finance, maintain and operate 1370 modern, energy efficient homes across 4 sites including 659 social housing units, 182 affordable homes, 659 homes for market rent and 56 speciality disability dwellings. The projects sustainability credentials including targeting 7-star ratings from the Nationwide House Energy Rating System (‘NatHERS’) have enabled it to secure a ‘green’ loan. Each location is strategically chosen for its proximity to Melbourne’s central business district, public transport, jobs, and services. Construction is well underway with completion due at the end of 2026, it will be followed by a 40-year operational period.

Social Mobility

Silvertown Tunnel is an availability-based PPP contract to design, build, operate and maintain a 1.4 km twin bore road tunnel under the River Thames in east London. The 25-year operational period commenced in April 2025 following a 5-year construction period. The tunnel is expected to accommodate 25,000 vehicle journeys per day and lead to a reduction in air pollution by relieving congestion at the nearby Blackwall tunnel.

Carbon Transition

Deeside is an anaerobic digestion plant with carbon capture technology and a combined heat and power facility. By converting food and other organic waste into renewable energy which will be sold to the grid and nearby industrial partners; and green fertiliser which will displace chemical fertilisers, the plant will contribute to the reduction of UK’s emissions and the transition to a circular economy.

About the senior concession infrastructure team

The senior Aberdeen Concession Infrastructure team is one of the industry’s most enduring and experienced. Its core members have worked together for over 20 years, with the full multi-jurisdictional team in place since 2008. Acting as the Investment Committee for all Aberdeen infrastructure funds, they are supported by 29 globally diverse professionals with backgrounds including finance, law and technical disciplines. Since 1997, the team has built deep sector-specific knowledge and expertise. Their integrated approach - where origination and asset management are closely connected - ensures continuity of insight throughout the asset lifecycle, enabling high-performance outcomes across investment, development, and operations.

Sameer Amin

Managing Partner, Concession Infrastructure

Sameer Amin is the co-founder and managing partner of Aberdeen’s Concession Infrastructure platform, overseeing USD 4.7bn in assets and a portfolio of over 120 PPP projects managed by a team of 41 professionals.

He has led major investment initiatives and international expansion, including entry into markets like Australia and the USA, with extensive experience in PFI/PPP investing and lending.

Before joining Aberdeen in 2014 via the SWIP acquisition, Sameer held senior roles at Lloyds Banking Group and Bank of Scotland, and is a qualified chartered accountant.

Ivan Wong

Partner - The Americas

Ivan Wong is a partner at Aberdeen Concession Infrastructure, overseeing investments and asset management across the Americas and UK, chairing valuation committees, and having oversight of the platform’s operations. He also plays a key role in capital raising and governance.

He holds multiple professional designations and is an FCA-approved person, with an MA Hons from the University of Aberdeen and fellowships in accounting and banking institutes.

Bill Haughey

Partner - Australia and New Zealand

Bill Haughey is a partner at Aberdeen Concession Infrastructure, leading infrastructure investments in Australia and New Zealand. He focuses on strategic investment opportunities and long-term returns for investors, and sits on investment committees for projects across Europe, Australia, and North America.

Based in Sydney, Bill brings deep infrastructure finance experience, having worked across sectors including transport, health, and energy, with prior senior roles at Lloyds Bank and Bank of Scotland.

Yann Ottenwaelder

Partner – North and Eastern Europe & UK

Yann Ottenwaelder is a partner at Aberdeen Concession Infrastructure, leading investment and asset management across North and Eastern Europe, with nearly 20 years’ experience and voting roles on all investment committees.

Based in Paris, Yann has a strong background in infrastructure finance, previously holding roles at Lloyds Bank and Vinci, and holds MSc degrees in Engineering and Finance from top French institutions.

Ignacio Alario

Partner – Southern Europe

Ignacio Alario is a partner at Aberdeen Concession Infrastructure, leading investment and asset management in Southern Europe, with a focus on the Iberian market and oversight of 18 operational assets in Spain.

He has over 23 years of infrastructure experience, previously holding senior roles at Bank of Scotland and Banco Santander, and holds a BBA from King University and an MBA from IE Business School.

Karen Hill is Managing Director at Aberdeen Concession Infrastructure, leading the sustainable investing team and ESG strategy, with investment committee responsibilities ensuring sustainability is embedded in decision-making.

She has over 20 years of industry experience, previously a Fund Principal at SWIP, and holds a 1st Class BSc in Mathematics with Statistics from Bristol University, an IMC, and was named a Woman of Influence in Infrastructure in 2021.

Eloi Daniault

Managing Director – Benelux / Scandinavia / France

Eloi is Managing Director at Aberdeen Concession Infrastructure, leading investment and asset management in Benelux, Scandinavia, and France, with a focus on digital, mobility, environmental, and social infrastructure.

He has over 20 years of experience across greenfield, brownfield, and corporate acquisitions, and is recognised as the team’s digital specialist, sitting on multiple boards and advisory committees.

Eloi joined Aberdeen via SWIP in 2014, with prior roles at Lloyds, Bank of Scotland, and Ernst & Young, where he led project finance advisory for PPP/PFI transactions.

Aaron Epstein

Managing Director - North America

Aaron Epstein leads investment origination and asset management in North America at Aberdeen, overseeing a portfolio of infrastructure projects in the transport and water sectors, with 16 years of experience in greenfield and brownfield investments.

He joined Aberdeen in 2021 from Fluor Corporation, having previously held senior roles at Macquarie Capital, JPMorgan Partners, and KPMG, with a strong background in finance and PPP investments.

Aaron holds a BS in Mathematics and Economics from Union College and an MBA in Finance and Accounting from NYU Stern, and is a Certified Public Accountant.

Manuel Gomez-Alcibar

Managing Director - Iberia

Manuel Gomeza Alcibar is Managing Director at Aberdeen Concession Infrastructure, leading equity investments and asset management in Iberia, with over 19 years’ experience and board roles across portfolio companies and holding entities.

He joined Aberdeen via SWIP in 2014, previously holding senior investment roles at Lloyds and Bank of Scotland, and holds a degree in Economics and Business Administration from Universidad Comercial de Deusto and an MBA from the University of Edinburgh.

Maximo del Rio

Managing Director – Southern Europe

Maximo del Rio is Managing Director at Aberdeen Concession Infrastructure, with over 24 years’ banking experience and a focus on origination, portfolio management, and leading major PPP refinancings in the Iberian region.

He holds a BA in Economics from Northwestern University and a Master’s in European Economic Integration, with prior senior roles at Bank of Scotland and extensive expertise in structuring infrastructure finance across healthcare, transport, and accommodation.

Geoff Ingram

Managing Director – Australia and New Zealand

Geoff Ingram is Managing Director at Aberdeen Concession Infrastructure, leading investment and asset management in Australia and New Zealand, with over AUD 400m in equity investments and more than 10 years of board-level experience.

He holds degrees in Business, Law, and Applied Finance, is a qualified solicitor in Queensland, and previously held senior roles in real estate and infrastructure finance at Bank of Scotland and Lloyds Bank.
