The US midterm elections on November 3 are shaping up to be a test of President Trump’s second term, even though his name will not appear on the ballot.

Voter dissatisfaction, including concerns about the economy and high energy prices, has helped build momentum for the Democrats. In this latest episode of Macro Bytes, Paul Diggle and Lizzy Galbraith examine the battle for control of Congress and what the result could mean for the economy, financial markets and the 2028 presidential race.

Aberdeen’s current forecast is for the Democrats to win both the House of Representatives and the Senate, with a narrow 51–49 majority in the latter. But the Senate remains finely balanced. The team’s underlying model gives Republicans a 52% chance of retaining control; the final forecast also takes account of polling in individual races.

The House looks clearer. Democrats have benefited from a strong national polling environment, while Republicans are defending a very small majority. The Senate is harder to predict because only around a third of its seats are being contested, and Democrats need four additional seats to reach 51.

The consequences extend beyond which party controls Congress. If Republicans lose either chamber, President Trump could find it harder to pass legislation. Democratic control of Congress would also give the party greater influence over government spending and, if it wins the Senate, presidential appointments.
